    ​The California Consumer Protection Act of 2018 (CCPA) is the most significant privacy regulation passed in the US in the last 20 years and is similar to what we saw in the EU with GDPR in 2018.  The CCPA Business Analyst will perform the professional duties in line with a Professional Business Analyst in addition to duties more specific to CCPA including development of assessment framework and tools, documentation of the current state, requirements definition, business and compliance gap analysis, business process remediation and improvement, and contribution to CCPA implementation efforts including testing, training and rollout. The CCPA Business Analyst may work on program level assignments in addition to working with one or more Mercer business areas in coordination with BAs working across the program.

    • Implementation of the CCPA assessment framework
    • Assist with defining and refining CCPA toolkit templates to inventory, document and assess the current operational policies, SOPs, data repositories and applications supporting the business solutions
    • Recommend and define additional templates needed for CCPA business analysis efforts throughout the program
    • Current state documentation
    • Develop inventories of the business solutions and services
    • Develop inventories of the policies, processes, templates, tools and data repositories to support in-scope business solutions and services
    • Document missing policies and processes for solutions and services deemed within CCPA scope
    • Develop data maps for in scope business solutions and services
    • Validate current state documentation as accurate with business and technology stakeholders
    • Requirements definition and management
    • Drives requirements elicitation process via review of CCPA legal and compliance guidance and input from business and technology stakeholders
    • Documents full requirements including dependencies and priorities
    • Identifies impact of other regulatory and external regulations that may impact the project
    • Use appropriate methods for representing requirements
    • Responds to queries to support understanding of requirements, taking responsibility for application of changes to scope or requirements
    • Obtains sign off to scope and requirements
    • Business and compliance gap analysis
    • Conducts investigative work to determine CCPA requirements gaps
    • Performs risk assessment on identified gaps, assisting to determine scope of CCPA remediation efforts
    • Prepare business cases define potential benefits, costs and associated risks
    • Business process remediation and improvement
    • Lead analysis & documentation of new or remediated policies and processes for a designated business line or solution area

    Utilize common solution frameworks to simply CCPA remediation efforts, looking across the business lines, solution/service areas and across MMC as relevant
    Identification of additional process improvements that can be made in conjunction with CCPA remediation as a value add

    • Assessment of new or remediated process impact on current state processes, including change management impacts
    • Support implementation of new or remediated processes
    • Contribute to CCPA implementation efforts
    • Assist with the development of CCPA testing approaches, use case development and business process testing
    • Utilize expertise of new CCPA compliant environment to assist with the development and presentation of CCPA process level training
    • Assist with the rollout of the new CCPA compliant solution and services
    • Stakeholder relationship management
    • Develops & maintains communications with stakeholders (internal and external), acting as a single point of contact
    • Gathers information from the business process owners and subject matter experts (SMEs) to understand and define their needs
    • Uses stakeholder feedback to assess impact on CCPA compliance, risks and benefits
    • Maintain contact stakeholders throughout to ensure satisfaction
    • Work closely with program/project manager(s) and other Business Analysts assigned to the project.
    • Demonstrated strong business analysis and process design skills
    • Proven ability to document current state environments and design/remediate to a future state environment
    • Strong communication and organizational skills, especially to manage and influence multiple stakeholders and contributors to work as a team to deliver to the common objective
    • Demonstrated problem solving, conflict management and decision making skills at the level to advise stakeholders of alternatives and recommendations
    • Experience working with matrixed, diverse, and geographically dispersed teams along with the schedule flexibility to accommodate meetings during non-standard work hours as required
    • Familiarity with CCPA, GDPR and/or prior experience on regulatory compliance projects a plus
    • Proficiency in common tools used to document and design new processes and data maps (i.e. Visio)
    • Proficiency in SharePoint, building and maintaining lists, views, etc.
    • Formal qualifications not necessarily required, but relevant examples include:
      Business analyst certifications
    • Continuous improvement training and certifications
